Annual Education Award
The IMSA Educational Foundation presents an annual award to a person who has shown outstanding dedication to the promotion of education, training or certification. Nominations are received each year and the Board of Directors selects the award
winner.
2019 Educational Award Recipient
Joseph R. Herr, P.E., PTOE
Joe is a Principal & Senior Engineering Manager at VHB, Inc. He has more than 45 years of combined public and private sector experience in the planning, design, operations and maintenance of advanced transportation technology systems. He is a past president of the New England Section of ITE and was awarded their Transportation Engineer of the Year award in 1995. Over the years, his work has included transportation-related projects in more than 20 U.S. states. He has been a member of numerous national standards development committees including ATC, NTCIP and IMSA Cable Specifications committees. He is a former Traffic Engineer with the City of Boston and Engineering Manager/Field Service Engineer with two different traffic signal distributors. He holds a Bachelor of Science degree in Electrical Engineering from Northeastern University, is a nationally accredited Professional Traffic Operations Engineer (PTOE), is a registered Professional Engineer (PE) in the Commonwealth of Massachusetts and is IMSA certified at Level Three as both a Traffic Signal Bench Technician and Field Electrician.
